[Bug 396109] [NEW] libchipcard related errors reported after every package install

Public bug reported:

after ANY package install (including updates) synaptic or add/remove
reports errors related to libchipcard.

most recent example:

E: libchipcard-tools: subprocess post-installation script returned error
exit status 1

most begin with something like "not all installations were successful"
which may  sound worse than it is.

not clear if:

-- this is a problem with libchipcard related stuff or the installer
packages.

-- how libchipcard relates to the packages being installed, or why it is
even installed in the first place.
