Public bug reported:

Binary package hint: pidgin-sipe

Tracing using wireshark, pigdin is able to register successfully with
the ocs server - however the subscribe does not contain the
authentication information and results in a 407. Pigdin acts as if it is
connected and does not throw any error message - of course, there are no
users listed since it actually failed.

I compared the wireshark traces with a windows machine using MS
Communicator and looks like authentication in the subsequent SUBSCRIBE
is the issue here.
