I'm not an Ubuntu user, but I ran across this bug report while trying to
fix the same problem in Sabayon/Gentoo.

In my Sabayon build, I was able to fix this problem by building with
'chardet' enabled ("--enable-chardet").

Apparently, this enabled a universal character detection feature.  I'm
not sure if there are any downsides to enabling this feature, but I
thought I pass along what worked for me.
