I too have the same or similar problem. I click on Edit/Preferences and
when I choose Audio I/O then the top left (Audio Playback Device) it is
empty with no dropdown menu, however the recording device shows drop-
down options.

Playback works with mp3 file double clicked on desktop for example. So
must be an internal to Audacity
