[Bug 317132] [NEW] /reload command does not reload BitchX.sav file

running /save saves the formatting and other settings to disk and
reports:

-:- BitchX: Saving All Your Settings to ~/.BitchX/BitchX.sav
-:- BitchX: Saved 170 variables
-:- BitchX: Done Saving to file ~/.BitchX/BitchX.sav
-:- BitchX: Saved 231 formats to ~/.BitchX/BitchX.formats

at this point the command /reload should reload the configuration from
the listed files.

Instead the formatting is not loaded from these files, and no error
message or confirmation is supplied.
