This bug should now be considered a duplicate of bug # 103375.  Based on
that bug, I found a VERY simple workaround:

sudo apt-get purge mouseemu

Removing mouseemu fixed the problem without even restarting X or logging
out.

I'm marking this a duplicate of bug # 103375, and moving this to the
mouseemu package, since it is obviously a mouseemu bug, and not a
xserver-xorg-input-kbd bug.
