[Bug 335985] [NEW] All the labels and texts have wrong placement when compiling a latex source with a TikZ graph

Public bug reported:

When compiling any latex file with a plot created by using TikZ package,
all the labels and texts on the plot are placed at wrong coordinates.
Instead of being placed at the specified coordinates, they are placed
somewhere near the (0,0) coordinate.

I used samples from the TikZ manual. No errors or warnings were issued
during compilation.

Similar result is achieved when compiling sample files from PGFPLOTS manual. Since PGFPLOTS is based on TikZ and PGF, the error might be in the PGF or TikZ packages or in some more basic packages.
 
System:
Ubuntu Linux 8.10
texlive 2007..1-2 (PGF 2.0 with TikZ) from the repository
PGFPLOTS 1.2.2 (installed manually, not required to compile TikZ plots)

In the attachment:

*.tex - source, only lines which are necessary to describe the bug are left
*.dvi - result
*.log - log
