Aehmm, that is really stange ... there we see:
(/usr/share/texmf-texlive/tex/generic/babel/hyphen.cfg

But sphyph.tex never occurs in any of our packages, so I am *really*
surprised ...

What is the output of
	kpsewhich --prog latex language.dat
?

It should be
	/var/lib/texmf/tex/generic/config/language.dat
If not then you have played around with your system in a non-standard
way.
