[Bug 333239] [NEW] libapache2-mod-axis2c should provide a mods-available stub

Public bug reported:

Normally Apache modules provide .load files in /etc/apache2/mods-available/ so that the command "a2enmod" can be used to enable them (which symlinks to mods-enabled).
It also seems to be somewhat common for postinsts to do this for the user.
