[Bug 331687] [NEW] tinyerp-client should require or recommend python-tz package

Public bug reported:

Binary package hint: tinyerp-client

If a timezone is entered for a user, an error is reported when
connecting to the tinyerp server that says pytz could not be located and
timezone functionality is disabled.  Installing the python-tz package
resolves this.
