[Bug 331305] Re: Main inclusion request for grub2

grub-common looks harmless enough, promoted that binary and the source.
I kept grub-pc and friends in universe for now. I think we should
promote them as we really need them, instead of explicitly seeding them
to keep them in main "just because".
