Binary package hint: xserver-xorg-video-intel
I'm running 8.10 with an intel gma x3100 on a Dell Inspiron 530 desktop. Dragging windows, scrolling, playing a video, or pretty much anything that 'moves' produces horrible screen tearing. This occurs with or without desktop effects enabled.
I have xserver-xorg-video-intel 2:2.4.1-1ubuntu10.3 installed.
Others have suggested that disabling textured video improves the
tearing, but adding the lines...

Option "VideoOverlay" "on"
...to my xorg.conf device section I see no change at all. Same awful
tearing in videos and everything else.
