latest version of brasero is 2.25.90 not 0.9.1, do you still get the
issue with that version? there's a couple of reports in the upstream bug
tracker about brasero not detecting the right speed while burning DVD
but not cds, maybe you could open a bug upstream at bugzilla.gnome.org
