I've done some more investigating here. There seems to be a problem
related specifically to loading Powerdevil at startup and it is
especially apparent if I am also running the Battery Monitor plasma
applet.

If I set Powerdevil to autostart when I log in, wait a while after
login, then load the Battery Monitor, then it responds very quickly to
inserting and removing the AC adapter and changes power profiles
correctly (DPMS settings are apparently not applied but that may be a
different issue).

However if I then log out and back in, so that both Powerdevil and the
Battery Monitor are started automatically, the battery monitor responds
very slowly to inserting and removing the AC adapter. Trying to change
profiles manually will freeze the machine for up to 30 seconds. If I
insert and remove the AC adapter rapidly and then try to open the Power
Management settings window I get an error window which says:

"The Configuration module can not be started, since there seems to be a
problem with PowerDevil Daemon. Read below for more details PowerDevil
seems not to be started. Either you have its service turned off, or
there is a problem in DBus"

System settings reports that PowerDevil is running. So it would seem
there is a problem in DBus and it's something to do with starting the
daemon and the battery monitor togther at login.

I've tried this on 2 different machines, and the behaviour is broadly
similar but the slower of the 2 machines is much less stable in this
regard, I get the DBus error really almost every time on that one.
