Acting on mvo's prompting, I checked in ccsm, and the Gnome
Compatibility plugin was *not* enabled.

Enabling it fixed Alt+F1 and Alt+F2, but not Alt+F6.

Additionally, the problem remains that this "fix" of processing these in
a compiz plugin with its own keybinding settings means that the settings
made in gnome-keybinding-properties, a.k.a "System > Preferences >
Keyboard Shortcuts" are not respected.
