The problem was introduced somewhere between 9.04 alpha 3 and alpha 4.

Testing on the same eee 901 netbook with the same monitor, dual booting between alpha 3 and alpha 4:
- Jaunty alpha3:  coldplug works, hotplug works
- Jaunty alpha4:  coldplug works, hotplug does NOT work

Please see attached Xorg.0.log for all four cases.
