[Bug 324289] [NEW] celt needs to be updated to 0.5.1

Public bug reported:

New upstream release of celt is available [1]. 
The 0.5.0 has some minor api changes [2]. But brings a few important improvements, and is recommended as dependency at least for jack.

apt-cache rdepends libcelt0 only shows:
  libcelt-dev
  gstreamer0.10-plugins-bad
  celt

(why jack isn't on that list is beyond me, as the dependency clearly is
defined in jack's debian/control. I'll take a look at that.)


The diff attached also adds a debian/watch

celt-0.5.1 + a version of  gst-plugins-bad rebuilt against the new celt
package will shortly be available in my ppa at
https://launchpad.net/~khashayar/+archive/ppa.
