[Bug 501758] [NEW] Attachments not added to existing bug

Public bug reported:

Binary package hint: reportbug

When I file a bug using ubuntu-bug [pid id], I found an existing bug
that was the same, so I added a comment, but the report collected by
ubuntu-bug was not added to the bug.

What happened :
1. I added a comment and the collected files were not added

What should happen :
2. When I added the comment, all the data collected by ubuntu-bug should be added to the existing bug that I selected
