[Bug 501403] [NEW] xfce power manager does not allow to set up power profile on a desktop system

Public bug reported:

Binary package hint: xfce4-power-manager

On a freshly installed Xubuntu desktop system (no laptop!), Xfce power
manager settings will not allow to set up a power profile.

As is to be expected for a desktop system, power manager settings only shows one profile called "On AC". However, the "Actions" tab of this profile is just empty. No actions can be set, and the idle machine never suspends or hibernates.
(The "Monitor" tab works, just the "Actions" tab is empty.)
