Ok, I contacted upstream (Paolo) and they said this is intentional, and
not a bug:

"yes this is intentional,

the arrow is meant to be shown only when there is not enough space to
show all the launchers, if the applet shows the launcher instead of the
arrow this means that there is the space to show all the launchers, in
this case showing the arrow wouldn't save any space because the arrow is
of the same size or bigger than the single launcher you are trying to
hide."
