Solution for /etc/horde/ingo1/prefs.php:

require_once INGO_BASE . '/lib/Storage.php';

Taken from Debian Lenny

This is the original line 9:
require_once dirname(__FILE__) . '/../lib/Storage.php';
as we can see i points to /etc/horde/lib/Storage.php which doesn't exists.

Perhaps a packet dependency for packet php-net-sieve would be usefull.
It is needed for ingo to connect to timesieved from cyrus2.2.
