[Bug 498354] [NEW] [lucid] Please sync libghc6-src-exts-dev 1.3.0-1 (universe) from Debian unstable (main)

No changes to override; the previous upload was a no-change rebuild.

This sync will resolve the Lucid task of bug 496274.

The following changes from Debian unstable's source package have been
