[Bug 496265] [NEW] Deluge shows non-zero download rates even if file is already downloaded

Public bug reported:
Binary package hint: deluge
When I seed a file I still see non-zero download rates in peers window.
On the other hand, global download rate is still visible as 0,0. It is
inconsistent.
I'd expect deluge not to show >0.0 download rate by a peer I'm seeding
to, not downloading from.
