[Bug 496072] [NEW] Duplicates of all menu items under "Preferences"

Public bug reported:

After an update to Lucid Alpha 1 either today or yesterday, there are
now doubles of everything under my Preferences menu. All other menus are
normal, it's just Preferences that has duplicates of every entry. See
the screenshot.
