I'd like to have my VLC video in windowed mode but always on top and on
the visible work space so I can do some work but still watch the video.
There are times when I want to kick back and watch the video in full
screen mode. After a while I'd like to return to the windowed mode.
Unfortunately the always on top does not persist and I have to reset the
settings. A minor inconvenience but a bug none the less.

I don't have window decorations selected since I like a borderless
window if that makes any difference? I also have the video window
detached from the main player.

Steps to reproduce:

1) Open VLC player with your favourite video (in windowed mode)
2) Make sure that both VLC and Metacity options for "Always on top" are selected
3) Switch to full screen mode 
4) Return to windowed mode

Expected result:

Video is still in always on top mode.

Actual result:

Metacity always on top is not selected any more and video window is
behind other windows. Always on top not working.
