Turns out the Debian 'fixme' is to install the 'netfilter-extensions-
source' package.

It's contents:
dpkg -L netfilter-extensions-source
/usr
/usr/src
/usr/src/netfilter-extensions.tar.bz2
/usr/share
/usr/share/doc
/usr/share/doc/netfilter-extensions-source
/usr/share/doc/netfilter-extensions-source/copyright
/usr/share/doc/netfilter-extensions-source/changelog.Debian.gz

Viewing the Debian changelog yields no useful information as to how to
proceed. Neither does the .tar.bz2.
