[Bug 494111] [NEW] Merge qtiplot 0.9.10 in lucid from debian testing

Binary package hint: qtiplot

I have the package built, I'll upload debdiffs soon. Debian has lots of
changes in debian/ so I first synced, then only had to change their
build system patch to point to python2.6 instead of 2.5. Builds in
pbuilder and as a lucid/karmic ppa.
