[Bug 492564] [NEW] please update the package of istanbul to a git snapshot

Public bug reported:

Binary package hint: istanbul

The current 0.2.2 version of istanbul in ubuntu is beyond useless. It
doesn't work because it's bitrotten (it's 2-4 years old!). Clicking the
record button causes a traceback, and clicking the stop button causes
another traceback!

I have heard that the git version is working and doesn't have those
issues. Please package it instead of having a non-working version in
universe harming users (as you can see by the bunch of bug reports
here).
