This is intentional, as required by:

https://wiki.ubuntu.com/DesktopExperienceTeam/KarmicBootExperienceDesignSpec#Bootloader

You can hold down Shift to access the menu, or unset GRUB_HIDDEN_TIMEOUT
in /etc/default/grub.
