[Bug 419574] [NEW] Please upgrade packages to latest version

Public bug reported:

The current version in the Ubuntu repo is 3.14.4-1. This was superceded
by 3.14.5 -- 26 October 2008. The current version is 3.14.7 -- 31 July
2009.

The apcupsd site says: "Apcupsd 3.14.7 is the latest stable release,
containing many bug fixes and new features over the previous 3.12.x
stable series. Users of all previous versions are encouraged to
upgrade." http://www.apcupsd.com/

The release notes report: "Major updates to the User Manual...." "New
manpages for apcupsd, apcupsd.conf, apctest, apcaccess, and apccontrol."
etc.
