I have found what was happening, it was a stale .lock file, when i ran
'gpg' command it just sat there saying "waiting for the lock PID-
number", when i have checked with ps -Al i could see that there was no
process with the id number it has specified.

Tools that use GPG should check if the lock is held by the process that
has died a long time ago (many reboots ago in my case). If that is so
the lock file should be deleted, perhaps with the warning to the user.
