[Bug 418552] [NEW] apt-get bad grammar

Public bug reported:

Binary package hint: ia32-libs-tools

If I run sudo apt-get update, sometimes I get the following message in
my console:

E: Some index files failed to download, they have been ignored, or old
ones used instead.

The run-on sentence confuses the meaning of the error message. I believe
it would be better to say:

Error: Some index files failed to download. They have been ignored, or
old ones used instead.
