[Bug 416384] [NEW] explicitly build with target="1.4" or depend on java6-runtime-headless

jrexx currently
Depends: default-jre-headless | java2-runtime-headless, ${misc:Depends}

which means that 1.4 should be supported. for that the debian/build.xml
must explicitly target="1.4" in the javac task.

lower requirements are in general good, so check that before bumping to
java5 or 6 runtime-headless.
