This bug was fixed in the package openchange - 1:0.8.2+svn1423-1ubuntu1

openchange (1:0.8.2+svn1423-1ubuntu1) karmic; urgency=low

  * debian/rules: change access rights to configure to u+x to allow execution of
    ./configure (LP: #415505)
  * debian/control: added build dependency on libsqlite3-dev to fix another
    FTBFS.
