I have looked into this bug a bit more.

For some reason, the Ubuntu package has hard-coded Jack as the default
sound output instead of the default, which is auto-detection. Since Jack
isn't running on your computer, this causes playback to fail.

If you change the command above to:
espeak -w foo.wav 'Ubuntu' && mhwaveedit --driver alsa foo.wav

it should work (it does for me at least).
