[Bug 413878] [NEW] Keyboard config is not compatible with non qwerty keyboards

Public bug reported:

Binary package hint: mednafen

Default keyboard configuration is done by pressing alt+shift+1.
This assumes that you have a qwerty keyboard because if you don't, you can't do anything (you have to press shift in order to press 1 but the keyboard shortcuts already requires shift, see the problem ?)

So Mednafen is yet another program that is so insulting to european (or
azerty in general) users.

I guess this bug shouldn't be very difficult to fix, I'll even give it a
try myself.

Control config should be a keyoard shortcut available to everyone,
including azert users and laptop owners (no numeric keys)
