System -> Admin -> Printing -> New -> (that wizard)

Click Generic CUPS-PDF Printer -> Forward -> Accept defaults for Printer
name, description and location -> Apply

Get the dialog you see in the attachment, click OK.

Click 'Yes' to Would you like to print a test page?

Job 21 submitted.

Get no PDF out.
