[Bug 365349] [NEW] Any network mode beside SYSTEM fail because /var/run/eucalyptus/net do not exist

Public bug reported:

Binary package hint: eucalyptus-common

Eucalyptus instance will not be able to get an IP in just about any
network mode that depends on running dhcpd3: MANAGED, MANAGED-NOVLAN and
STATIC; basically all of them except SYSTEM.

On the machine running eucalyptus, you can see the following in
/var/log/eucalyptus/cc.log:

[Wed Apr 22 14:48:13 2009][002204][EUCAERROR ] failed to (re)create DHCP config (//var/run/eucalyptus/net/euca-dhcp.conf)
[Wed Apr 22 14:48:13 2009][002204][EUCAERROR ] cannot start DHCP daemon, for instance i-4B270924 please check your network settings


And indeed, /var/run/eucalyptus/net does not exist:

ubuntu at personnal-cloud:/var/log/eucalyptus$ ls /var/run/eucalyptus/net
ls: cannot access /var/run/eucalyptus/net: No such file or directory


The directory /var/run/eucalyptus/net belongs to eucalyptus-common.  However, as /var/run is on tmpfs, it disappear as soon as you reboot.  We can see in the eucalyptus-cc init script that it explicitly create /var/run/eucalyptus; could it also create  /var/run/eucalyptus/net while there?

Problem found in eucalyptus-common 1.5~bzr266-0ubuntu2, on jaunty.
