[Bug 364925] [NEW] eucalyptus-nc should not depend on dhcp3-server

Binary package hint: eucalyptus-nc

Package eucalyptus-nc should not depend on dhcp3-server.  eucalytpus-nc
1.5~bzr266-0ubuntu2, as currently shipped in Jaunty, does.

eucalyptus-cc may depend (or rather, recommend) dhcp3-server as it is
needed for managed network mode.  It does not currently, but that is
another bug (#338846, which would need to be re-opened).
