[Bug 361833] [NEW] Ubuntu boots tiny panel font

Public bug reported:

Starting at some point in Ubuntu 8.10 and continuing with 9.04 beta
upgrade, Ubuntu boots up a tiny font in the Gnome panel and in app
toolbars.  If I then click System/Preferences/Appearance, the font size
reverts to normal.
