I don't know how this can happen, since the postinst (on Jaunty at least) contains the following (checks if the file/link exists):
        if [ ! -e /var/lib/twiki/pub ]; then
                ln -s /var/www/twiki/pub /var/lib/twiki/pub
        fi

Please look at /var/lib/dpkg/info/twiki.postinst, if the "ln -s" code
there looks the same (search for e.g. "pub").
