[Bug 356371] [NEW] java control panel does not respect LC_MESSAGES

Public bug reported:

following command line will start java control panel in german

$ LANG=de_DE.utf8 LC_MESSAGES=en_US.utf8
/usr/lib/jvm/java-6-sun-1.6.0.10/bin/ControlPanel

expected behaviour is to start java control panel in english. i tested
some other combination of LANG and LC_MESSAGES and it seems java control
panel only checks for LANG and ignores LC_MESSAGES. i didn't test any
other LC_* variables.

for example of a correct behaviour: this command line will start gedit
in english, but when you insert date (edit > insert date and time) it
will be in german format

$ LANG=de_DE.utf8 LC_MESSAGES=en_US.utf8 gedit
