[Bug 270605] [NEW] can no longer request sponsorship with requestsync without using LP cookies

Public bug reported:

Binary package hint: ubuntu-dev-tools

at some point in the intrepid cycle, the requestsync tool has stopped
supporting the '-s' option to request sponsorship, relying entirely on
autodetection of team membership to decide whether sponsorship is needed
.  But this only works if using the LP cookie interface for submitting
bugs - if bugs are submitted by mail, this doesn't work!  Please restore
the -s option, which has not been superseded by the autodetection
support.

(Or better yet, make sponsorship the default when using the mail
interface, and require passing a flag to bypass sponsorship.)
