I have the feeling this problem is at a deeper level than vlc. Are you
sure this is isolated to vlc? Is cheese working? Is the camera working
anywhere?

We need more information about your camera. Does it show up in lsusb? Or in lspci? Or lshw? If so, we want the verbose output from the command that shows the camera:
* sudo lspci -vvnn
or
* sudo lsusb -v
or
* sudo lshw

Copy and paste the output into a text file, and attach to this report.
If the camera doesn't show up anywhere, perhaps you can get the information from the reseller? Or at the box...

Please also attach your complete /var/log/syslog and /var/log/kern.log.
