Thanks for following up on this.
I have just reproduced this with easytag-aac 2.1.5-0.0 and libid3tag0 0.15.1b-10 on Hardy 8.04.
These versions are unchanged in Intrepid so the answer must surely be "Yes!".

As before, a UTF-16 tag written by Picard appears perfectly on the player but the same tag written by Easytag displays nonsense.
The difference is that Easytag is currently writing UTF-16 as big-endian.  This can be verified for example by:-
  xxd song.mp3 | less
and looking for the byte order mark in the ID3 header:-
fe ff indicates big-endian
ff fe indicates little-endian.

Previously, Easytag would output little-endian in ID3v2.3 but that
option has now been removed from the preferences page.
