The cause of the failure is

 * Starting Torque batch queue server:         PBS_Server: pbsd_main, Unable to get my host name
invoke-rc.d: initscript torque-server, action "start" failed.
dpkg: error processing torque-server (--configure):
 subprocess post-installation script returned error exit status 25

The interesting part here is "PBS_Server: pbsd_main, Unable to get my host name" 
Are you able to resolve the hostname ? Could you please try to add it to /etc/hosts or to a reachable DNS ?
