I'm sorry, but I don't have any knowledge about desktop effects in regards to 
gnome/compiz (being a KDE user myself).

Since your issue is different from the upgrade report, can you file a new bug 
report concerning the source package compiz [1] about this? (I'd like to keep 
this upgrade issue for gtk2hs separate, in case more users should be affected 
by the libghc6-configfile failure).
Please also add the info you provided here, i.e. which graphic driver you're 
using, which graphic hardware you have and that GL does in fact work for you, 
but not desktop-effects.

hm... I'm quite sure that magic upgrade might come closer by filing the named 
bug (or rather you might get help what might be going wrong sooner than here) 
;).

P.S.: please note, that compiz itself has a high volume of bugs of its own, 
and hence it might take some time until a developer will respond. I'm quite 
sure that the bug you're affected from should be (in contrast to many others) 
quite easy to fix. Please subscribe me to the bug, (subsribe -> sistpoty) that 
way, I'll try to ping the relevant developers about it (but of course no 
promise about this, it's just what I think, and as I wrote don't know too much 
about compiz/gnome myself).
