check_ntp_peer works now:

Before stopping time server...

# /usr/lib/nagios/plugins/check_ntp_peer -H time.cefetrs.tche.br
NTP OK: Offset -0,002 secs|offset=-0,002000s;60,000000;120,000000;


After stopping time server...

# /usr/lib/nagios/plugins/check_ntp_peer -H time.cefetrs.tche.br
NTP CRITICAL: No response from NTP server


After starting time server again...

# /usr/lib/nagios/plugins/check_ntp_peer -H time.cefetrs.tche.br
NTP CRITICAL: Server not synchronized, Offset unknown|

# /usr/lib/nagios/plugins/check_ntp_peer -H time.cefetrs.tche.br
NTP OK: Offset -0,002 secs|offset=-0,002000s;60,000000;120,000000;
