There's something strange here.. I'm running an even older version -
1.2.1, which is standard in Intrepid:

(matt at hiro) ~$ cat /etc/lsb-release 
DISTRIB_ID=Ubuntu
DISTRIB_RELEASE=8.10
DISTRIB_CODENAME=intrepid
DISTRIB_DESCRIPTION="Ubuntu 8.10"


(matt at hiro) ~$ cat /var/log/Xorg.0.log
...
(II) Matched radeonhd from file name radeonhd.ids
(II) Matched radeon from file name radeon.ids
(==) Matched radeonhd for the autoconfigured driver
(==) Assigned the driver to the xf86ConfigLayout
(II) LoadModule: "radeonhd"

(II) Loading /usr/lib/xorg/modules/drivers//radeonhd_drv.so
(II) Module radeonhd: vendor="AMD GPG"

...

And both the pop up and the actual modification of brightness work for
me.
