as you did, the the files are here: http://www.ctan.org/tex-
archive/fonts/urw/garamond/

the license may (or may not) be the problem with packaging them up.
ctan lists the license as: "Noncommercial: free for private use but
commercial use not permitted"

a README note somewhere would help.
